I can't find the "Security Tab" in any properties, my computer is joined to a workgroup.  I can't assign user with specific permission to a folder or drive if there is not Security Tab.  Where can i add it if it is not available?  It is because i have just created a local user ...

When I try and delete a directory from my C drive, it gives
