My computer wants to access this site everytime I start. How can I stop it?

at the time I installed Windows XP Professional, I opted
to not start the fire wall due to a secure remote program
I was running for work. Now i would like to start the
fire wall but don't know how.  Anybody?

everytime i click on something a small window opens from
IE which says :do you want to allow software such as
active xcontrols and plug ins to run; so i usually just
click yes and it goes away but now it wont let me click

Is there a way a can stop a program from being run. Not
that once it is running to stop it, but rather rught away
when it attempts to be run, a error messege will pop up.
