Is is possible to limit the programs available to different users when they log in.  As adminstrator I want to have full access to all programs on my computer, but I have 3 other users sharing the same computer and I would like to limit the programs they can have access to.

I have a program that on start up runs. This program requires Admin rights.
How can I get non-admin to run this all the time on start up?
