A friend's husband died very suddenly. He left his

This problem isn't affecting Internet Explorer.  Recently,
my netowkr permissions were upgraded and ever since then I
have been receiving a "File Download" prompt whenever I
try to open a LOCAL file.  This only happens with *.exe
