I keep un-checking the Firewall Security alert but the system keeps re-checking it every time I re-start my computer. I've un-checked my ISP in network connections. Any suggestions on how to get this to quit happening?

We have many applications that are installed to the local hard drive and use IE. After installing SP2, active content such as Flash files are blocked by default (the information Bar appears each time the content is loaded). Why is this happening?
