Can anyone help me with an idea to reaktivate the users-tab at the taskmgr.

I have a program called Zipforms which generates the legal documents I use to
perform my job.  I have been able to install this program in the past.  Now,
I am allowed to download it but when I attempt to install, I receive a
message that I do not have permission to perform this ...
