IS scvhost.exe good or bad? Some internet site indicate it's bad. I have anNywhere from 4 to 7 scvhost.exe's listed in Task Manager as running at one time. If bad, how do I remove them/it?

I need to give several users the ability to change their TCP/IP settings without putting them in either of the local Administrators or Power Users groups. Does anyone know how to do that. I'm running a W2K3S AD domain with WXPP clients.

Is it possible to allow a user access to stop/start a service on a Windows 2000 server (while blocking their access to all other services on the server). I believe this is possible over Telnet. Can SC.exe do this? Any help would be greatly appreciated?
