I have a blue padlock appear in the centre of my display that locks and unlocks. It can't be moved or close and my mouse cursor passes behind it. I can lock and unlock the PC as usual but it has no effect on the symbol. Do you know what this is and how to get rid of it?

For security, I started to run mostly in a limited user account. Once or twice a day, I need to make some changes that require admin priviledge. It is a pain to close all programs, log off, log in as admin, make the change, log off, then log in again as limited user.
