I need to password protect my pc and don't have that option available, I think all the passwords are turned off, how do I get at least one user to have them turned back on so I can password protect.

It worked before and something appears to have changed. tasklist or tasklist /svc gives error ERROR: Logon failure: unknown user name or bad password.
