I want to create a user account which doesn't allow program downloads, or program installs - how can I do it? A Windows "Limited" account allowed me to download a program and appeared as thought it was going to let me install it - this is what I want to stop.

Need help please. Some yahoo using this computer was trying to set privileges and deleated a user by going into safe mode and under security tab deleted the user. Now all this users settings are gone, such as documents, bookmarks etc.. is there a way to recover this?
