I work for a large firm in End User Support and am able to add local computer accounts by using the Remote Computer Management function (Manage another computer) to some machines, and some I can not. Can someone tell me what right this would entail?

Is there a way that we could find out where or "who" is for an unknown public IP, se. 220.xxx.xx.x? During a recent review on my router's (with firewall capabilities) logs, I found several possible attacks from different IP addresses.
