I have XP Home and for some reason the system locale is set to English (New
Zealand).  I cannot find any setting that is currently set to English (New
Zealand) so how can I change the system locale to something else?

Hi, I just installed a program with my administrator account.  I then created
a copy of the desktop shortcut and pasted it into my user account.  When I
log in as a user the program refuses to run.  How do I set my permissions so
it is able to run in user account?
