try to use system restore,get #1 you do not have sufficient security

Hi, my computer has stopped  installing updates. it downloads them but
cant install. get error ox80070002, looked at this & followed
instructions, deleted data folder. tried to delete download folder but
it says cant delete - spmsg.dll is being used by another program, but
