I want to set up a couple limited user accounts for my children. I want to make it that they can NOT access the internet from their accounts. Is this possible? And if so, I need idiot proof instructions on how to limit the access to programs as well.

I am having some trouble with my admin acct, its the only acct other than guest on this computer. i can "log" in to it but i can not run any programs, can't open control panel to create a new admin acct, can't open windows explorer or even run my anit virus, any ideas?
