I keep getting this web page pop up and an alert on the bottom of my screen that says computer at risk download free spyware now (ect) Also my home page keeps reseting to that annoying "download free spyware". Any help...... Thank you

why can't a normal user use the command " shutdown -r " to restart the computer, even if it has the power user privilege? is this command only used for administrator user?

How do I check program permissions? I want to make sure some programs permission settings are "Authenticated Users->Read" only, but where should I look? I've tried Control Panel->Administrative Services but nothing there seems appropriate.
