I'm having a major problem trying to edit user accounts. Everytime I go through Computer Management -> Local Users and Groups and attempt to change the group a user belongs to or edit their permissions directly I get the following error message:

The operating system I'm using is Windows XP Professional (Chinese Simplified) (5.1.2600.2180, xpsp_sp2_gdr, 050301-1519, up to date) (VLK Edition). The system is installed in the first partition of my only hard disk, and the file system is NTFS.

Halfway through loading I get an error message saying 'access denied' and I get another fail loading screen and service pack 2 begins to undue the loading. (I am signed on as the administrator). I uninstalled Norton security and that didn't work.
