When I try to run backup, the program doesn't start.  Once I was able to get
a small, empty window with the words "BACKUP not responding" at the top. Most
of the time, however, nothing at all happens. Backup does not appear in the
list of running programs.  I cannot find Backup ...

What permissions do I need to change to allow users to run a batch file that
