My windows firewall is disabled and i cannot turn it back on (the text and boxes are gray instead of black). I tried to change it in safe mode with networking but still couldnt. why is it like this and how do i fix it?

How do I disable the control panel in xp pro? I tried the gpedit.msc and yes I was able to disable the control panel from there. But it also disabled it for the admin also. I would only like it for the users only.
