however I cann't change my internet security level, I cannot install a Flash

Is there a way to create a user ID with administrative privileges that

My home machine has Windows XP pro on it, along with accounts built for
myself and my kids. I need to build a group that has restricted login times

My Windows XP HOME SP2 does not allow me to download ANY files from the

After a massive virus bombardment, particularily also the WinAntiSpyware
2007, I found that not only my Control Panel, but all other so-called
administrator rights are gone when I turn on my computer.
I got rid of the viruses, but the Control Panel as well as the administrator

This was the only program that enabled me to get
rid of the WinAntiSpyware2007 adware virus, but I
wondered if was generally held in high regard.

I have just moved an XP pro machine from a domain.  I did that by changing it
to a workgroup and by changing the way users log on to use the Welcome
screen, rather than Ctrl-Alt-Del.
However, the PC seems to have remembered the old screen saver settings.  

I have a problem that whenevr I try to use my computer what ever page I am
trying to view does nothing but scroll from top to bottom extremely fast  ,
or it will just stay stuck on the bottom of whatever page I am trying to
view. I am out of ideas of what it could be any help ...
