I have 3 accounts on my PC which is running XP PRO. I have 2 accounts that
are administrator and 1 limited account. The limited account can not access
the internet. What can I do to get the limited account user to get on the
internet.

Said the following updates were required:
Office 2003 SP3, Excel Viewer SP3, and Microsoft .Net Framework 2.0 SP1
