Using Windows XP Pro SP2 with all updates applied on a newly reformatted
hard drive.
When I select Start, then Control Panel, and choose an option (using XP
category view or original Windows layout format) I get the following error

Outlook Express/Outlook email can't launch IE. Other programs can't launch IE

Some files, directories were corrupted by Philips/Nero/microsoft, resulting
in the following example of a file name: QIKT~0.EE
Windows XP doesn't recognise it, and trying to subs the correct letters

I'm using XP Home if it matters.
Does anyone know of a utility that will attach info to a file such as the
originating program (Ntbackup for example), type of file (backup), what's
in it (drive D), etc. File properties don't show this amount of detail.

click ok and it says, "Could not find, "Windows\inet20001\winlogon.ex".
Every thing seems to run ok. I had Spysheriff to attach itslf to my computer
