I cannot burn any Cd's. It either has error oxcood11ab/ clean disc, try diferent disc, change speed, or it says there is no Cd in the drive

The Desktop Short Cut Icons look normal when logging on to my account in Windows XP. When my girlfriend logs in under her account the Desktop Icon Name is surrounded by bold block (or rectangle)?

Need some help in figuring out why I no longer have the standby option available - it's not grayed out, it's simply not there. I always used to use this option, but I just rebuilt my computer and the option is no longer there. Is there a way to restore this feature.
