I'm trying to unistall Vista from my notebook and install XP but I can't

I'm only a novice and ive been using the   tools/internet options/delete
cookies/history and temporary files.
My pc running xp pro  was shutting down for no reason and i was told
it could be a ram problem, so i took it down to the local computer

I've just installed above system on a spare pc and after the welcome screen
I get an error when it searches for the mouse driver, but it recognises it

I get the following anytime I click on a hyperlink
General failure. The URL was:
"http://microsoft.com (just an example) Application not found.
Any ideas

Internet Explorer keeps popping up when not wanted.  Mostly, it occurs when
I close another program.
Any idea why this happens?

I have previously created an administrator account and assigned it a
password but it is NOT listed on the Welcome Screen. How do I log in using

a user logs in and get greeted with explorer can not initialize or something
like that right after entering password.
after the msg window is closed,, eventually the usual xp desktop scenery
shows up minus taskbar, and desktop icons.  the windows starts a lot of disk

Whenever i want to sign into my blogger account i see a message that
"your cookie functionality is off please enable it" do any one know
