Had some power issues in the last couple of days (ice storms, etc..)
and now my desktop won't fully boot.  Goes through all the normal
motions and then stops at "Windows is starting up..." and will sit at
that state for as long as you care to wait.

I took my laptop out into the garage and connected it to the network hub out
there. After some futzing with the PC in the house, it finally recognized
the laptop, but would not allow me to sign on. It gave me a message to the
effect that I did not have permission. From the laptop ...

Can anyone please explain to me why :- does the file "COMMON" come up only on
start up?
I would like not have this happen,so I am in need of help to stop it please
